Not everyone is in a position to act as responsibly as you describe. It's great if people are taking feral cats out of the environment and the PCA bit is euthanising them humanely, vs. drowing if that's someone's default without the ability to do something better.

The SPCA might have more money to deal with the feral/stray cat problem if they'd directed their resources at euthanising every stray/feral they caught or were brought, rather than the ridiculous neutering programme that put them right back out where they'd been. Or an even better possibility would have been to do the same number of neuterings in the pet community, which would have reduced the stray community over time anyway.

The only way the SPCA ever euthanizes cats humanely is by paying a vet, so the ethics of it are that you have a problem [feral cat on your property], and you hope that the charity of strangers will fund its solution. That, to me, is irresponsible. Anyway, if you're that broke, how on earth were you able to buy the cage that caught the thing in the first place??
