Hopefully this is not the long way round............. but here goes.....
Go to desktop, right click, "Properties", "Appearance" tab, Advanced button, Item drop down menu "Icon".
From here you can change the size to suit your eyesight or personal choice.
Easy???

Are you talking about the screen resolution?
A low resolution would make the icons huge.
Goto desktop, right click, "Properties", "Settings" tab, Screen Resolution. It should be somewhere 1024 x 768 or higher. I fear you might have it at 640 x 480. Wind it up.
