I think portable is not whether or not it does actually move, but in fact if it can be moved so skids are fine.
You do need to check, however, that there are no covenants preventing you putting something like that on the land.
The other criteria that will come into play will be the size of the building, it would have to be under a certain number of square metres as well

If it is mobile, you usually do not require consent.
If it contains services such as a toilet or shower it is likely to require consent regardless of the size.
If it is connected to drainage etc outside the house, it is less likely to be regarded as temporary or mobile.

Mobile means it can be towed, pulled etc.
While a container can be easily moved, its not seen as being a portable unit
