Any suggestions? I have tried 5ml of baking soda mixed with cool water and 5ml cooking oil but so far nothing has happened. I will skip the next feed and reduce the one after to 50ml and add some natural yogurt. Is there anything else I can do?

Has it passed any bowel motions at all?

If it has not poo-ed, check that it has an anus.
Some peoples lambs seem to survive whichever way the milk is mixed, but we have found that with our young ones it is extremely important to get weights and measures right, and temperature right. We weigh the milk powder, AND weigh the warm water on the same scales. That way we know that the proportion of milk to water is correct, even if the weight is wrong. Kitchen weight and volume measurement devices tend to be very inaccurate.
